Brown the ground beef in a large pot.
Drain off the fat and set the meat aside temporarily.
Put the olive oil, onions, pepper, and garlic into the pot, sauteing them until aromatic.
Add all the remaining ingredients except for the cheese.
Bring everything to a low rolling boil, then turn down the heat.
Simmer until the noodles are fork-tender (approximately 20 minutes)
Serve with grated cheese and a dollop of sour cream on top.
